I． background       
Lifeline express is the only mobile Eye-Hospital Train of China specializing on providing free surgical operations to cataract patients living in poor areas of China, and improving on the standard and qualities of eye doctors in local eye hospitals. In response to the Belt and Road Initiatives (“B&R”), Chinese Foundation for Lifeline Express, with the cooperation of International Health Exchange and Cooperation Center of National Health Commission, has carried out medical assistance and technical exchanges with B&R countries including Sri Lanka, Myanmar and Pakistan. It has promoted the exchanges in the field of ophthalmology between domestic social organizations and the civil society, medical academic institutions in these countries.

Chinese Foundation for Lifeline Express (hereafter referred to as the Foundation) is the primary implementing agency, registered in 2002 under the civil affairs bureau as a social organization. Since 2016, the Foundation sent Chinese eye doctors to Sri Lanka, Myanmar and Pakistan to carry out cataract operations for the poor and the needy for free, trained local eye doctors and conducted academic exchanges. These activities promoted people-to-people bondage, enhanced collaboration in the area of health care and reflecting the spirit of peace, cooperation, openness, mutual learning and mutual benefit. By January 2018, Lifeline Express had helped 1,502 cataract patients to regain their eye sight in the three countries.

In order to expand the cooperation with B&R countries, the Foundation proposes to visit 6 countries along the Belt and Road from 2018 to 2020, further promoting the “International Sight Saving Missions Programme for the Belt and Road”.

II． Programme Goal
Strengthen cooperation with 6 Belt and Road countries,  promote people-to-people bondage, and implement the “International Sight Saving Missions Programme” through sending Chinese eye doctors to these countries in the 3 years.

III．Programme Indicators
Visit 2 countries each year to conduct Sight Saving Missions Programme.
Carry out cataract operations for 500 patients in each country.
Train 2 eye doctors for each country.
Set up one Lifeline Express eye center for each country.
Leading the products “Made in China” in the field of ophthalmology to B&R countries.
